Where exactly on this world do you live? Would visiting a nearby store be a viable choice? I'm wondering since it seems like you might not have another method for exchanging components. The only other idea that comes to mind is making sure both your 8-pin and 24-pin power connectors are securely connected to the motherboard and PSU.

Exchanging CPUs (with or without built-in video) may assist in determining the issue source.
Taking out the current CPU and checking the CPU and socket for damage is also advisable.
