I had a huge crack in my case after I was careless and knocked over a can of Coke. My whole PC was full of it, but I managed to recover most parts, RAM, and HDDs. However, I’m wondering if the CPU would be dead if it overheats on a new board, even though the board keeps showing the CPU debug light stuck. The new board is a Gigabyte Z690 Aero Motherboard. I found some water from the Coke on the CPU socket plate when I took it apart, but the bottom of the CPU looks slightly discolored. I also shared a photo here: https://imgur.com/a/rhfThNw

I would expect that you've already treated the CPU top and bottom with strong isopropyl alcohol. With this kind of preparation, it's likely that any damage from powering it on could have occurred in a short time. I hate it for you as a 12900KS—it's no slouch.

i tried rubbing achocl 64% on top and bottom, and i got a good idea. about whether it would damage a new board or if it's still common now.

Any time you connect possibly damaged hardware to good hardware there is a risk of damage. I think in this case it 'might' be a lowered risk given the specifics and that the motherboard is showing an issue (with CPU).

Yeah, since it keeps the CPU debug light on, I’m really hoping I didn’t

but this did occur a couple of weeks ago; I cleaned it, placed it in a bag, stored it, and then cleaned it again after placing it back in. However, I didn’t think to clean the bottom until I noticed the CPU debug light. Once I removed it and cleaned thoroughly twice, I hoped the CPU wasn’t getting too warm, but no post remained on the debug light.

Are you installing new RAM as well, or are you using the old one?
If not, place the new motherboard in the top of its case. Insert one stick of confirmed good RAM, avoid using the GPU or anything else. Connect the CPU and cooler to the known good power supply and power on the board to check for a POST. Test each RAM slot individually to determine if the memory controller might be damaged.

i've checked the old ram, it's working fine. i tried it on another board i was making for my mum. i used an old gpu intel arc 750 with 750w antec psu and a sliverstone myst 420 cooler.

haven't managed to run this CPU yet since I didn't get the board until recently. The RTX 4080 old build is working with the new PSU, old RAM, 128GB DDR4, and 32000 MHz RAM.

during the tests, the monitor detected a signal when connected, yet there was no post, which explains my situation. The GPU worked fine, but the CPU debug light appeared, making me suspect it might be missing.
