i bought my pc and began assembling it, but ultimately it didn't function properly. the power supply fans didn't spin, the cpu cooler fans didn't work, and only the light from the board appeared. i suspect the issue might be coming from the cpu itself, though i'm unsure why the power supply wouldn't spin if it were related to the cpu. i took the power supply and jump started it—now it works fine on an old board, which also worked on another board (though not tested on the same one).

i documented my tests: a b460m cpu with various psus didn’t work, but when i used a newer psu on the recent build, it failed (fans didn’t spin). this suggests the cpu might be dead. i tried connecting the psu to an old board and even performed a bios flash update, but it still didn’t work on mine or the other board.

i’m confused about my current situation. should i take the psu to the computer center for further inspection? i really don’t understand what’s happening right now.
