Question Threadripper 1920x running at 75c idle using Noctua components

I recently purchased the TR1920x with a Noctua NH-U12S TR4-SP3 cooler. From day one, the CPU temperature stayed around 74°C even when the case was open. The first thing that comes to mind is thermal paste. I've tried applying it several times, checking the thickness from various videos and testing after each attempt. The optimal result I achieved was a very thin layer covering both the CPU and the heatsink cold plate. Any advice would be really helpful.

ASRock Taichi X399
64GB Corsair 2666MHz
Noctua NH-U12S TR4-SP3
AMD Radeon HD 7970 (just for management)

The software being used to record temperatures is not reliable for accurately capturing TR temps. Regarding thermal paste application, for TR4 I recommend an X across the die with 4 dots closer to the edges, or a uniform application throughout the die. I wouldn't smooth it out across the entire die.
