Initially I need to mention that this doesn't occur when I tried recording my screen using software, so I had to rely on my phone.
Here is a video in Discord, but the same issues persist in Chrome, for example.

If you watch it thoroughly, you'll notice it keeps glitching and trying to fix itself.
The issue arises when I switch tabs from any game into some programs or Chrome, causing strange scrolling and freezing effects. It can be unresponsive for a brief moment, but the visual impact is clear. The only temporary solution is to switch back into the game briefly and then exit, though it repeats. This only happens with Chrome, not Firefox. I have no idea what might be causing this, but it seems related to hardware acceleration when a program uses it or possibly some unusual screen tearing. Turning off hardware acceleration in Discord stops the problem, suggesting it could be connected to my GPU.
I have a 7900 XTX GPU with a 180hz free sync monitor.

Welcome to the forums, newcomer!
You may want to check if your motherboard needs a BIOS update. I faced a similar problem where the screen tore with black jagged edges. To resolve it, I followed two steps: first, updated the BIOS, then used DDU to remove all GPU drivers and reinstalled the latest one from the manufacturer's support site. Run the installer as an administrator.

I have a 7900 XTX GPU paired with a 180hz free sync monitor.
For clarity, here are your specs:
CPU:
CPU cooler:
Motherboard:
RAM:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
Please include the age of the PSU along with its make and model. Also, note the current BIOS version for your motherboard.

Hey thanks for your prompt response. I just updated my BIOS to the newest release and experimented with various GPU driver updates, currently using the latest version from AMD. Unfortunately, the problem still continues. I haven’t tried installing the driver with admin privileges yet—I’d like to give that a shot.

Here are my PC specifications:
CPU: Ryzen 7 9800X3D
CPU cooler: Phantom Spirit 120
Motherboard: Gigabyte B650M AORUS ELITE AX ICE
Ram: Corsair Vengeance expo CL30 -6000mhz 2x16GB
SSD/HDD: Samsung 990 Pro
GPU: Radeon RX 7900 XTX
PSU: Corsair SF1000
Chassis:
OS: Windows 11
Monitor: Lenovo R27qe
