It began when my newly built PC started flickering and became unusable. I thought it might be related to the new graphics card, which had similar problems before. I replaced the old GPU, but it worked fine—though it still connects to my Bluetooth speakers. However, it wouldn’t boot at all after a restart. The fans would occasionally spin for a few seconds before stopping. I checked the power supply with a paperclip and it passed. I tried using a different PCIe slot, but nothing changed. I also attempted booting with only one RAM stick in another slot, without success. I’m really confused and would appreciate any advice.

Sig space specs can and will change over time. When that happens, this thread and accompanying suggestions can and will be rendered moot to the user in the same boat as you're in today, which is why we ask users to include their specs in the thread's body. Please include the image specs in your sig in the thread's body.
When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.
Now would also be a good idea to source(borrow, not buy) a donor PSU that's reliably built and more wattage than you current unit at your PC's disposal.
I suspected this was because of my new graphics card
Please mention what your prior GPU was alongside the new.

I bought a fresh mobo just to test, but nothing altered anything. It feels very strange. Probably I’ll switch to a different PSU, though I’m not sure if that’s the real problem since the system is turning on and all fans are running.

I also faced a comparable problem with my AM3 motherboard PC. It ended up being a faulty CPU. Of course, the problem might lie anywhere among the main parts.

I'm using a used Ryzen 5 1400, probably for cryptomining, so I should try that. Thanks for the assistance! Also, if I attempt to boot with just one RAM stick, the fans won't start at all, but using both will work.

So I just got a new PSU and ram now what's happening is the system is not bootlooping but still no display, but after about a minute the fans turn off and turn on very quickly. I want to pull my hair out this is so frustrating it makes zero sense
