Hi, I'm dealing with a puzzling problem where my mouse movement causes the frame rate and GPU usage to plummet to very low levels at 1000Hz. Have anyone experienced this before or know a solution? I've tried using MSI Utility to set the GPU in MSI mode and high priority, but it didn't work. The PC specs are: Asrock B450M Pro4 -F, Ryzen 3700x, 16GB Crucial Ballistix 3000MHz, GTX 1070, and NVMe boot SSD.
Create and model mouse specifications? Obtain PSU make and model details? Check wattage, age, condition (original to build, new, refurbished, used)?
Analyze system performance via Task Manager and Resource Monitor. Employ both tools sequentially, using only one at a time.
Begin with minimal mouse interaction. Then observe again during gaming sessions.

System performance I can't verify now, but from memory
CPU usage increases by about 5% when moving the mouse outside games, and in games it drops to 25% of 100 when the mouse is moved
I discovered a workaround by disabling global C states in the BIOS. This seems to have resolved the problem, though it comes with a trade-off – the CPU doesn't put cores to sleep
