My friend received the 850 package from Best Buy
https://www.bestbuy.com/site/combo/compu...bc1a587f26
I assembled it and it started up without any post. All fans were running and everything was fine. We already replaced the CPU and motherboard with new ones, but the problem persists. I removed the CMOS battery and reinstalled it. Tried different RAM slots, but the GPU connection is still active and the red light stays on. The motherboard pins look good, and the CPU cables are securely plugged in. I’m completely stuck. I’ve probably assembled around ten builds without this issue before. My friend left to exchange his power supply as well—it was a 1000 EVGA Supernova. Here’s a link to a video of it booting:

Any advice or tips would be greatly appreciated.

It's quite notable that you encountered the problem again, returned the items, and faced the same exact issue with the new set. The persistent RED indication suggests a possible CPU failure or detection issue. Ensure everything is fully seated and that the cooler is properly connected without lifting it from the socket.
