There have been reports about frame drops in Call of Duty Modern Warfare.
You can find a guide you might want to try here:
Call Of Duty (COD) Modern Warfare 2019 – Fix lag, FPS drops, crashing and stuttering [Updated 2020]
Are you looking for another GPU to test?
Is this your PSU?
https://www.asus.com/Power-Supply-Unit/ROG-STRIX-750G/
A standard 2080ti power supply is recommended at 650W. NVidia suggests 260 watts for the FE card.
https://outervision.com/power-supply-calculator
It recommends a 750-watt PSU.
A video memory stress test seems largely ineffective. I believe it doesn’t work well with 2080ti cards and hasn’t been updated in about three to four years.
In Final Fantasy 15, I only experienced problems with my 2080 when builders sanded the walls, letting dust accumulate around the vRAM and causing overheating. The game would stutter and then freeze.
Lowering the vRAM from +1000 to +750 appeared to resolve the issue. In other titles like Destiny 2, the vRAM didn’t cause freezing but sometimes led to lag or dropped frames. Keep in mind that this explains why my Final Fantasy 15 issues came as a surprise.
Clearing out the dust from the heat sink and vRAM area helped. This enabled me to overclock the vRAM back to its normal setting, which stopped the problems in Final Fantasy 15.
This also fixed my Control game issues.
That’s why overclocking can be tricky—stock speeds tend to hold up well.

Hi guys.
My setup looks like this:
2080ti rog strix
32gb 2133hz ram, up to 2900hz
700w quiet power supply, 11 psu, 80+ gold
z170 pro carbon gaming
i7 6700k @ 4.5ghz, 1.32v
Two 1tb ssd drives (windows and most games support it)
One 1tb hdd
I’ve been noticing some issues lately. Certain titles like Battlefield 1, Cod Mw, Borderlands 3 keep stuttering occasionally, while others such as Red Dead Redemption 2, Batman Arkham Knight, FF15, or Apex Legends run perfectly smooth.
I reinstalled Windows, changed CPU source programs like Process Lasso, and reinstalled NVIDIA drivers multiple times, but nothing helped. I also swapped out my graphics card with one from a friend without any improvement. Everything worked until I overclocked for about eight hours—then I suspect the CPU, motherboard, or RAM might have been damaged. I returned to the default settings on my OC, but it didn’t fix things. I haven’t changed RAM or CPU yet, but I’ll try again soon.
It seems like something is causing all the games to lag or drop FPS inconsistently. Some games show stuttering at lower resolutions or FPS, while others don’t. I’m unsure what to do next.
Edit: Even when I reduce the resolution from 1440p to 1080 or lower FPS stays steady. Did my CPU get damaged? Usage and temperatures look normal.

I tested another GPU, but it still stutters. My PSU is more than sufficient. The 2080 Ti never reaches 400W and my CPU maxes around 90W if anything. There’s plenty of room for improvement; otherwise, all games would have problems. I haven’t changed the CPU yet, but I’m pretty sure it’s faulty. Check this video maybe it can help. In every game, the FPS doesn’t increase—it just drops when I use DSR for high resolutions, which is normal. I think I broke my CPU. View: https://www.youtube.com/watch?v=VGGxArLrZlo

You mentioned everything seemed okay until you pushed your PC to its limits?
