The MWE White 230V is a subpar, worn-out PSU and, because it's been used, its condition is even more problematic. This is probably the main cause of your problems. Therefore, opt for a fresh, high-quality PSU.
Recommended options include: Seasonic Focus/Vertex/PRIME, Corsair RMx/RMi/HXi/AXi, Super Flower Leadex Gold/Platinum/Titanium.
A 550W PSU will work adequately for your setup.
In the OCCT stress test I only see graphs for +5V and +12V, where is the +3V? Have you observed any changes in these voltages during monitoring? I think it might be your PSU. You might also want to check Event Viewer and examine the errors or critical errors at restart times, which could provide clearer insight into the problem.
As mentioned before, consider using a PSU from Seasonic, Corsair or be quiet!
