I have a friend that's having an issue with his computer, and we've done many, many things to try and fix this issue with no result.
Description of Issue
Video(s) buffer, stutter, or lag despite having ample ram and stable internet connection (every now and then)
Monitors flash black when 2 or more videos are open, or Spotify gets a video advertisement
PC decides that corsair icue doesn't exist now and then reducing performance and turning off macros and rgb
weird like artificing or lines occasionally on certain shades of red or sometimes other colors
Keyboard(s) has input lag or doesn't register keys occasionally
Courser Randomly disappears
PC Specs
Intel Core i7 9700k
Motherboard: MEG Z390 ACE
RAM Corsair Vengeance 32GB 3600mhz
Lenovo RTX 3060 12GB (Previously a R9 390X 8GB - Issues 1, 2 and 4 were present on this card as well)
1TB NVME gen 4.
Here's a list of things we have tried to fix this issue
Re-Format of Windows 10 on a brand new NVME.
Cleared CMOS
Re-seated all components
Replaced power supply 600W (issues still present on new power supply)
Replaced Thermal paste on CPU, RTX 3060 and R9 390X (issues still present after this)
Replaced CPU cooler
Re-installed nVidia Drivers (No old AMD drivers present on New OS)
swapped cables, displays, keyboards and mice and saw no improvement or change
Swapped the GPU into the lower PCI-E Slot, does not change.
RTX 3060 has no issues when operating in another system
We've been trying to get to the bottom of this for over a year now, and we cannot find anything related to this issue online, or anyone with a similar issue. If you have any advice, please let me know.

Are you using the most recent BIOS version?
I simply installed their own uninstaller or used DDU from Safe Mode to completely clear all graphics-related files?
Where did this information come from, and is it current?

make and model of both PSUs are listed together with their usage duration. Evga 600b is brand new with six months of operation. The previous power supply was a Corsair CX600 with eight years of service (though I note this unit had some problems). I’m not certain about the latest BIOS version. I’m still unsure, but when this motherboard and my I7 9700k were in my hands two years ago, they didn’t exhibit any of the issues mentioned earlier. It might be worth checking or updating, though I’m not sure if that’s the main reason.

I used their own uninstaller or did it via DDU from Safe Mode to completely clear all graphics data? We installed drivers on a brand new Windows 10 system, and there were no prior driver files before this installation. On the previous operating system, we attempted to reinstall drivers but it didn’t resolve the problem.

Where did I obtain these units, and are they kept current with the latest updates? Microsoft’s Media Creation Tool was used, activated with a genuine Windows key, and it remains up to date.

Remove any programs that manage rgbs etc., as they often lead to instability.
Same applies to software from motherboard manufacturers (msi, gigabyte, etc.)
If the issue persists, I would attempt to uninstall as many applications as possible. (possibly reinstall Windows and update it then install drivers, a browser, and 1 or 2 games)
Are there any games you use that are known for heavy DRM? Sometimes they run an anticheat in the background which can be quite demanding on the system.
Disable or uninstall any antivirus software to test
If the problem continues, try using a different keyboard and mouse, a standard model without additional software (uninstall if present)
If that doesn’t resolve it, the next step would be to try another graphics card.

the majority of the "B" series models i've seen have relatively low standards.
not meant for gaming rigs with a powerful graphics card or intense usage.
similar in quality to the previous Corsair CX version.

It's accurate, though the problem only arises without GPU or CPU workload. Under normal conditions, the system operates smoothly during stress tests or gaming.

We completed a full Windows setup on a brand-new drive, using minimal software and games. The new graphics card still causes problems.

The most recent bios appears to be 7B12c1B from nov 2022. It's worth a try and resetting the bios setup to factory defaults.
Are you certain there are no dragon center / mistic light / corsair rgb etc. software installed? Any other exotic plug-ins on the motherboard (e.g., rgb headers)?
Have there been any changes to the bios settings? If yes, please reset to factory defaults.

Could the display not be functioning properly?

unless you've used these stress apps for a long time or kept games open for days, you might not have encountered the problem at all.
