It seems my PC was attempting to use Citrix Workspace as the main GPU/CPU for certain games, even with the display adapter disabled and the PC forced to rely on my GPU. Fixing the problem required completely removing Citrix. Thanks for the advice; it might help others later.

Regarding your platform, have you attempted to test other titles to determine if the problem is more widespread on Rust or with different games? What BIOS version is installed on your motherboard? Which operating system are you using? If you're on Windows 10, which edition are you running? Did you use DDU before uninstalling and reinstalling your GPU driver? Do you have a link to the RAM kit? Concerning your SSD, try the Samsung Magician app to check for pending firmware updates.

The PSU is an EVGA SuperNova220 850w Gold. The PC is roughly a year old, possibly a few weeks.
The main problem is with Rust; other games worked fine and no other issues appeared.
BIOS version is 1208.
Windows version is 10.0.19042.
I haven’t removed drivers yet—only the game remains. Drivers were updated, but I wasn’t sure if that would help.
The RAM issue is unclear; I added a Citrix workspace for a job and checked under Device Manager. The Citrix adapter shows up, but Rust is the only one affected. Even when disabling it, FPS didn’t improve.
