I would like to adjust the overclock to 4.5MHz using per core. I attempted these steps, but all cores are showing 4.5MHz. I believe this is related to CPU C3 and C6 report settings needing activation. If I turn those on, I can’t boot into Windows—it freezes at the logo screen.

Are you curious about the reason behind choosing per core overclocking? The cost and work involved aren't justified. Just go with a uniform 4.5ghz or even a 4.8ghz boost and you're good.
