Yep! That cooler can cool pretty much any CPU out there, here is a review for the thermal right phantom spirit but it also includes the peerless assassin and other coolers. The review uses an i7 13700k, but that's ok because that CPU runs warmer than the 7800X3D. So given that it has no issues cooling a 13700K, it won't have an issue cooling a 7800X3D. That said, if your current cooler is less than 5 years old, and if it's still working fine, you could reuse it. If it's older than 5, I would replace it. All in one liquid coolers lose fluid over time, and typically can't be refilled. Also as whyme stated, you get more pcie lanes with x670 vs b650, but as long as you aren't going for the highest possible pcie storage performance, than either would work fine.
The Steel Legend is a z690 motherboard compatible with 12th generation Intel CPUs. It also supports 13th and 14th generation models, though the BIOS might be outdated. You'll need to prepare a USB stick and upload the latest BIOS onto it, then connect the USB device to the appropriate port and activate the Flashback function on the I/O panel. Refer to the manual to identify the correct USB port (often indicated by a rectangle). The system must remain unpowered during this process. Connect the USB stick, power the PC, and switch the PSU on. This completes the flashing procedure.

This board is similar to z790 chipset models but offers a lower price point. It lacks WiFi functionality, so consider selecting a different board if connectivity is essential.

AMD stated that the upcoming 9000 series won't replace the GAMING CPU title held by the 7800X3D. We'll need to wait for the 9000X3D lineup to achieve that.
