I recall using PaintShop Pro back in the early 90s, didn't realize it was still available! Also, I don't see a tick on the right side of the answer—I'm unsure how to fix that.

Is this intended for MegaPixels? You might not have sufficient memory to launch it because applications require it in raw mode, which demands a lot of RAM.

When you launch irfanview, it displays the amount of RAM required to render the file. By examining smaller files that open easily, you can see their respective memory usage.

It's strange trying to open it—it looks like it's using the multimedia IrfanView viewer as if it were a movie player.
But it's not; it's just a 25MB .JPG file.
