It depends on the water cooling setup. For standard AIOs, most good air coolers offer comparable or better performance at lower prices than most AIOs. Custom loop systems still provide excellent cooling. I’d suggest the Noctua NH-D15 for its strong cooling power and quiet operation (if your case allows).
You probably don't need to change the settings at all. Your previous BIOS supports PBO2 which can increase performance to around 4.2GHz across multiple cores or 4.3 on a single or more than one core. My tests with various benchmark programs indicate less than 10% performance drop when left on auto compared to 4.3GHz all-core optimization. Looking at overall system performance, this results in only a small percentage impact.
