bios is likely loading into the default setting because of an unstable ram overclock, such as 3733, and 4sticks cannot function properly even with the first-gen memory controller.

I maintain my 2700x at 4.35ghz with all cores fully functional and stable for three years. A 4.5ghz setup might work on a higher-end chip, though the original poster notes it wouldn't be feasible at that lower voltage.

That's accurate. A golden sample at 2700x with good voltage and temperatures typically reaches around 4.35ghz. Whenever someone reports 4.5ghz, it usually exceeds 1.5v. It's unlikely to be stable at p95 without sub-ambient cooling.
