Take your friend's memory cards first, see if the memory is the issue. The 3200c16 for your CPU works fine; test your friend's card before purchasing it. I noticed you talked about Valorant—it’s a game that struggles with memory usage, so expect a noticeable drop in frame rate after swapping in your friend’s card and turning on XMP.

I recalled using 12490f+3200c16 to play Valorant last year, and the experience was still intense in tough fights.
The frame rate may decrease to 150-180 during 5v5 death matches when everyone is packed into a tight space (though I don't know the exact term used).

Tossing this out seems likely to be the RAM issue, but have you also tried using GPU-Z to verify that your graphics card is operating in the appropriate PCIe mode? Sometimes individuals discover they are, for example, running in x1 or x2 mode rather than (in your situation) x8 because of improper card placement.

In the Bus Interface it operates at PCIe 4.0 x8. Is there a possibility that the CPU settings are incorrect?

It's typical and won't affect your PC's speed.
