Hi, I placed 1.9 volts in the BIOS for cache, core, and something else. After two seconds my motherboard froze and shut down, then it turned back on but displayed a black screen. I already reset the CMOS and replaced the RAM. When I start the motherboard without the CPU, it doesn’t turn on. When I connect the CPU, it powers up but still shows a black screen. I don’t hear any sound from the PC speakers. The CPU is warm. Should I get a POST card for this issue? Please let me know if I need to replace the motherboard or the CPU.

A 4590 doesn’t really support overclocking, particularly on a B85 board, making this approach unsound overall.
Nonetheless, the board likely has safeguards to prevent accepting 1.9V and not supplying it to the CPU.
Share your complete system details.
How are you handling the CMOS reset? Did you remove the battery, discharge any remaining power, and wait 10 minutes before reassembly?

The motherboard or CPU is likely to be damaged, maybe both. 4590 is a locked CPU, it's unclear what you were trying with the B85 chipset?
