I have been using the new Microsoft "Files" Application, which is pretty cool so far. The issues is, I cannot scroll down through a list of files or folders without expanding that tiny scroll bar on the right. I just want to be able to scroll up and down through the folders and files, then click the one I want. Easy, right?! Speaking of which, it doesn't work in regular windows explorer either. I've tried changing things so that one-click should work, then double-click should work, but I still can't scroll through files and folders! I feel like I am missing something
really
simple - could someone please enlighten me? Thank you!!

Yeah - I have a good mouse, the Logitech 720 Triathlon Multi-Device Mouse. It seems like I might have made a mistake since I can't scroll through lists anymore. If I switch it to single-click, I can't scroll the list because it just goes into the folder where the cursor is. I'm not sure what to do next...

don't have to click on the list. Just hover over it and use the scroll wheel.

What I'm expressing is clear—it doesn't scroll, even when hovering. Whether it's the triangle pointer for double-click or the hand for single-click, I just can't scroll!

Consider using a different file explorer. Here are some options <url>. I favor Q-dir on Windows.

What is the exact Windows release?
Is this a beta testing feature?

Same problem again. You can't scroll anywhere where you usually use File Explorer unless you pull the slider on the bar.
