Hello, I'm trying to play HL but experiencing a lot of stuttering during combat with many effects. My PC is low-end, so I'm wondering which part—CPU or RAM—is causing the issue? If it's my CPU, will adding more RAM help? My specs are: Intel Core i5-6400, AMD Radeon 570 with 4GB RAM and 8GB of memory.

You almost satisfy the minimum requirements, but your memory is only 8GB.
OS: Windows 10 (64-bit)
CPU: AMD Ryzen 5 1400 (3.2GHz) or Intel Core i5-6600 (3.3GHz)
Memory: 16GB RAM
GPU: AMD Radeon RX 470 (4GB) or Nvidia GeForce GTX 960 (4GB)
DirectX: Version 12
Storage: 85GB free space
Hogwarts Legacy works with HDD storage, though SD is better. With this configuration, you can enjoy the game at low quality (720p/30fps).

Your CPU and RAM meet the bare minimum standards, but that doesn't guarantee strong performance.

Minimum/Low Specifications
CPU
Intel Core i5-6600 (3.3 GHz) or AMD Ryzen 5 1400 (3.2 GHz)
RAM
16 GB
NOTES
SSD (Preferred)
For the best performance, having at least 8GB RAM is recommended; otherwise, consider upgrading. If you don’t have an SSD, it’s advisable to get one. The CPU might not be a major concern, as there’s only a slight difference between the models.

The entire system falls short of the necessary standards. Boosting RAM is expected to eliminate stuttering.

It seems you'd like me to rephrase your message while keeping its meaning and tone the same.

Yes, 16GB on DDR3 is a waste of money.

Right now, it’s tough to make a case for spending on a motherboard that matches your CPU. Any improvement from switching to DDR4 will be small, and you’ll still be using a CPU that was decent 7-8 years ago. DDR4 is becoming outdated, being replaced by DDR5. I’d really think about moving on and investing in a fresh setup instead.

Is the i5 6400 actually Skylake? It was the first model with DDR4 support.
