I am facing a serious problem and need urgent assistance. I have been attempting to fix this for a long time without success. I have replaced nearly every component of my computer, but the issue persists.

System specifications:
Amd 5600 PBO -25 +250MHz – this CPU has been neglected throughout its life. Running at stock clocks isn’t effective.
Silicon power 3200 CL16 16GB – I have tested various kits, but no errors were detected on the Mentest 86. XMP off doesn’t make a difference.
Motherboards: Gigabyte DS3H AC B550M and MSI Pro VC B550M – same problem occurs with both.
GPU: AMD RX 6700 10GB and RTX 4070 Super – both GPUs are experiencing similar issues, though the AMD seems to have a slightly less severe impact.
SSD: Adata Legend 800 1TB and a crucial P3 500GB drive – the Adata is the primary drive, the other is secondary.
PSU: Thermal GTF 750W and Thermal GTX 650W – I’ve attempted a full fresh installation of Windows from a USB drive, but no improvement. This issue appears in most games, even when running outside the case.
I have updated all drivers and tried older ones as well. It’s causing significant stress.

I have attempted a full fresh installation of Windows from a USB drive without any changes. Have you recreated the bootable USB installer for the operating system? Did you disconnect all drives except the one you intended to install the OS onto? Was the OS installed in offline mode? Did you manually install all drivers with the latest versions using an elevated command while in offline mode? What BIOS version do you have on your motherboard(s)? Did you reinstall the OS after replacing the motherboard? You may want to share images or videos of the glitched/flickering textures you're experiencing. How is this thread? Question - artifacts, bad lods, glitched textures in games Hello, I've been trying for the past month to fix some issues with artifacts appearing in certain games. My CPU is an AMD 5600 and it's normally overclocked using PBO. Disabling PBO and setting clocks to stock speeds didn't help. Clocking adjustments didn't resolve the problem. RAM silicon power is 3200MHz, 32GB... forums. Is this different from the one you've created today?

I am sorry for making a repeat thread I made this in state of blinding rage.the difference is i hadn't tried an new motherboard.Thanks for helping me. Sorry for wasting your time. The USB was formated and I made it from a fresh download from the Microsoft website although I don't understand what you mean. It was installed in offline mode with a local account. Could you please link a tutorial on how to install manually install drivers through elevated comand please.
