I didn't actually overclock the CPU myself. I just asked how someone managed to do it on an H370 motherboard.

i changed the frequency settings to 3.8 or 4.2 on an i5 9600k, but the system still won't boot and only the motherboard is responding.

Yes, I checked if clearing the CMOS was an option.

Begin the troubleshooting steps. Do you have an extra CPU available for testing? Consider reinserting your RAM, using a single module instead of two, experimenting with different slots, and repeat the same process for your graphics card, etc.
