Yes, but that's typically an outlier. The majority of motherboards come from bigger stores where upgrading before purchase isn't practical.
You can find options to update the bios at a reasonable price.
A local repair shop if there's one nearby. Or you'll have to talk with the manufacturer.
Your choice is either to do it yourself if you have the proper CPU (as you say you do) or spent way more in time and/or money than its worth.
If you're not set up to do it easily yourself, it doesn't make sense to just not get the proper motherboard from the start.
If he doesn't pay attention and uses that MB, it might not function properly or could damage it when trying to overclock it.
It really doesn't matter.
He'll likely need another MB and possibly a CPU upgrade too.
