what's also odd is that when i power on the fan, holding the power button for ten seconds or longer prevents it from shutting down, so i have to turn off the power supply.

The motherboard doesn't have an integrated speaker or debug LED. Have you added one yourself?

I checked the power supply and it functioned properly. I used a known good one, but there was no POST. Testing with a different RAM swap didn’t resolve the problem—fans spun but nothing else worked. Thanks.
