You're looking to take advantage of current Steam offers. Since you haven't built your PC yet, buying games now won't affect your access to them later. Once you have your new computer, the games will be available for download there.

You don't need to re-download if you've already saved them once. I store every game I've ever bought or downloaded on a large backup drive. When I reinstall Windows, I simply copy or link the games back in. For backing up your Steam folder, the default location is C:\Programs (x86)\Steam\SteamApps\common. Each game lives in its own folder, which you can safely copy and restore on another computer. When a new Steam install is set up, the games will be downloaded again through the Steam app, but it will recognize existing files and avoid re-downloading everything from the internet. Some games still don't work for various reasons, but I won’t discuss those here.
