A functional GTX 760 costs under $30 for shipping on eBay, but at that price it's more practical to switch to a GTX 950 which delivers 4k at 60Hz, supports the true DX12 feature level 12_1, and retains XP drivers.

An RX570 is around $40 or less and would outperform it in power usage. A 560 offers similar speed and better efficiency, costing roughly the same as replacing fans at this stage. You should avoid a 760 since it no longer receives driver support and may not function with that damage. Spending money to fix it isn't worth it, especially if it won't work even when operational.

Purchase a GTX 970 only if you replace your PSU with a 650W or 750W unit. For a more affordable option, consider these alternatives:
GTX 950, 960
1050 Ti
750 Ti
GT 1030, or GT 730
These are solid choices, and others have recommended them as well
