Purchased a refurbished Dell Optiplex 3080 from Newegg, but it occasionally fails to boot. When I press the power button, it lights for a few seconds before shutting down. This occurs about half the time. On other occasions, it starts and the screen illuminates.

Purchased it last week and I'm allowed to return it. The internet connection is unstable, and I don't understand the issue.
