Hey!
I just noticed after two years with my PC that the RAM is clocked at 2133MHz. I've tried overclocking before, but each time it crashes and the BIOS reports the OC failed. Under my BIOS I can set the frequency to 2933MHz and adjust VRAM voltage to 1.5, but I don't see 3000MHz listed.
I'm wondering how to overclock RAM on a Ryzen PC.

Ryzen doesn't have a ratio for 3000, so 2933 is normal.
Is the BIOS up to date?
Can you share a screenshot of the SPD tab in Cpuz?
XMP sets the DRAM voltage to 1.35v, not 1.5. If XMP isn't working, consider updating the BIOS if it hasn't been done yet, then apply the optimized defaults.
If XMP still fails, manually entering timing parameters might help. I can assist with that but I'll need the profile values from the Cpuz SPD.

Just on the off chance that this is the correct information.
F4-3000C16D-16GISB
Aegis DDR4
DDR4-3000MHz CL16-18-18-38 1.20V
16GB (2x8GB)
F4-3000C16D-16GISB - Overview - G.SKILL International Enterprise Co., Ltd.
Named after the powerful shield of Greek gods, Aegis symbolizes strength and power. The AEGIS DDR4 memory series is designed for PC gaming system upgrades, enabling memory upgrades that your gaming rig deserves. Whether it's FPS, RTS, MOBA, or MMORPG, let AEGIS DDR4 Gaming Memory be the strength...

The motherboard manual states the following.
AMD Ryzen™ processors: 2 x DIMMs, max. 32GB, DDR4 3200(O.C.)/2933(O.C.)/2666/2400/2133 MHz, ECC and non-ECC, un-buffered memory
Motherboard manual link
Note that the information for the RAM kit states 1.20 volts. Also this is not a Samsung B-Die kit, so I would not use 1.5 volts without making sure its safe.
