You haven’t started your PC yet and are still using Windows 7. It seems version 10 has several significant issues right now. To stop it from downloading during login, you might need to disable updates temporarily or wait until the bug fixes are released. Upgrading isn’t required if you don’t want it, but you’ll lose any free upgrade benefits unless you activate them later.
It will automatically save when your computer is connected, but it won’t set up until you activate it. No issues here.
