GPU: RTX 3080TI
Processor: i9 12900K
LG Ultra display monitor
32 Gigs of Gskill Trident Royal Z
PFS is acceptable, but the bothersome noise in blurry zones is affecting my experience.
Are there any settings I should tweak?

Hey there,
No sound detected, but it might be coil whine. This usually indicates an issue with the power supply, motherboard, or graphics card where VRM components can vibrate and produce a whirring noise.
If you set your game's frame rate cap to a lower value than your monitor's refresh rate, does that affect the situation?
Also, could you tell me what PSU and motherboard you're using?
