Adjust the settings to high or ultra and observe the results. While I don’t own the game, I believe it shouldn’t be that poor.

I've noticed the details on higher resolutions, but they don't seem great—they're not spectacular, just a bit less sharp than Console Skyrim.

It seems uncertain about everything. Likely this is the setup in the game engine. I’d check on my own, though I don’t own the game. I’d purchase it but I’ve heard a lot of negative things about it.
