I haven't assembled a PC since 2016 and am planning an upgrade soon. I'm considering AMD cards and noticed the Radeon RX 9070 XT has 128 "AI accelerators." Does this mean AI capabilities are built into the card? Can it be turned off entirely? Am I allowed to use the card without any AI-related functions? Since I'm not interested in AI for anything like upscaling or rendering, should I avoid newer GPU models and opt for an older release instead?

You definitely don't like AI, right? Well, for your queries, you can use the card without depending on AI tools like FSR, and picking AMD over Nvidia makes more sense for your needs because their raster performance tends to be better.

The 5070Ti has better raster than the 9070XT
AI is just a marketing term for more complex ML techniques which you have been using for years for example anti aliasing has used ML for years. There is no reason not to turn on DLSS or FSR on quality mode it’s quite literally free performance.
