Can I upgrade the OC settings on my i5-2400 using a DQ67SW motherboard, specifically lowering the clock speed from 3.1 GHz to 3.3 GHz? Also, if not, is it possible to boost the processor’s turbo frequency?

It's secured and you have no control over it. The only adjustment possible is the BCLK signal.
