Q: My Intel Ethernet card says it can't start with code 10. Does that mean it's broken?
I have a problem with my ethernet device. It says "This device cannot start" and shows a specific error code (Code 10). The system also found something called oem4.inf on the PCI card, which is causing the issue. When I try to turn it on or restart things, the computer stops because of this. How can I fix this so my computer doesn't need to be reset?
I hit the exact same problem with a brand new CPU and motherboard combo. The board is an ASRock Z790M PG Lightning D4 mATX. It comes with the newest BIOS already on, and I've downloaded all the official drivers from the website. There are no weird gadgets attached to it—just a Logitech keyboard and mouse, a Dell screen, an RTX 3700 graphics card, a Crucial hard drive, and Corsair RAM that I removed and put back over several times. I even did a clean Windows install.
I tried installing drivers straight from Intel as well, and even went back to old versions of the driver. Nothing works; every time it says Code 10 when trying to install with no error message like this one in my original post shows up. I added a PCIe network card because that's how I got internet access, but now I want to use that slot for something else and need to fix the LAN stuff.
I followed the instructions to reset drivers using the Command Prompt on an elevated computer window, which didn't help either. I am going to return it for a refund (RMA) at this point, but anyone who can help me out would be super grateful.
The device with that weird ID had trouble turning on. The driver name was oem125.inf, and the Class Guid is {4d36e972-e325-11ce-bfc1-08002be10318}. It's about a Service called e1dexpress. There were some filters: Upper Filters list one thing, Lower Filters another thing. But the problem was 0xA and the status code was 0xC0000001.
