Are you connecting one of those 8pin to two 6+2pin wires from your power source? They only provide a maximum of 225 watts, including the PCIe slot. Be sure to use two distinct power cables for the 9070xt to those two connectors. This would account for the 220-watt limit you're seeing and help explain the poor performance you're facing.

I installed three distinct cables, possibly indicating a driver problem. When I run Forza Horizon at 1080p with extreme settings, it functions correctly, pulling over 320W.

The problem isn't here. Modern GPUs don't require the full bandwidth of PCIe 4, let alone PCIe 5.

Verify the CPU utilization per core during CS2 gameplay. It's possible you're running low on processing power.

Have you checked for a BIOS update? I skimmed the comments but didn’t find any mention of it. My system uses an MSI B550 motherboard, so updating the BIOS was necessary for proper functionality.

In Helldivers 2, displaying everything at maximum resolution of 1080p often indicates the GPU isn't fully utilized.

You mentioned your concern about the CPU. It looks like it's running at 92% usage, which might be the cause.
