Personally, I avoid selling or buying skins via PayPal unless it's a very personal connection. The main step is marking the payment once the skin is received, so the end user ends up without any skin and no money left.

It's best to stick with the steam trading platform your friend used; he faced issues when switching to PayPal, resulting in a loss of about $250.
