PUBG on mobile is authorized by PUBG Corp through TenCent based in China. Mobile gaming generates revenue primarily through advertisements, not through high sales numbers like traditional PC titles.

Since they understand mobile users won't pay immediately for a game, and that they can trick console and PC users into paying upfront for a free-to-play model, it seems both should be free.

In mobile funding games with advertisements is the norm. On PC, that's not the case—anything resembling mobile-style ads will attract criticism (like in Destiny, Battlefield series, and possibly Fallout too). Personally, I'd prefer to pay a certain amount for a well-designed mobile game if it eliminates ads and avoids pay-to-win mechanics. I've actually purchased such a game on Windows (Gunspell).
