The game isn't well optimized. It performs poorly even with decent hardware. Reduce the settings and use an SSD for better performance.

Everything is set to a low level. Distance is medium and textures are high. This is the usual setup, and it works well for me and many others. The game stays visually appealing and performs better.

He mentioned it slowed down from the first day. It leads me to think he didn't set up his video drivers.

Pay attention to the server region the game places you in – it recently switched me from Europe to Asia, which happened after I was in Germany. It wasn’t until about two weeks later that I noticed this caused the severe lag issues.
