Hello,
I just installed a new PC and noticed the PSU is making a lot of noise even when it's not running anything. It seems like the fan is always at full speed, which isn't normal. I'm trying to figure out what to do about this or if I should return it for a replacement.
Details: Windows 11 Pro, AMD Ryzen 7 9800X3D, GeForce RTX 3070ti, X870E AORUS PRO ICE, 64GB RAM, Corsair rm1000x Shift.
Can you help?

Welcome to the forums, newcomer!
It seems the PSU fan is operating at full speed. If the PSU isn't getting enough fresh, cooler air, the fans will kick in as needed. What is your case model? How is the PSU positioned inside it? Before proceeding with an RMA, consider moving to a different wall outlet in the same room. If that doesn’t make a difference, try another room.
You may also want to record a video with audio of your PSU’s noise and share it. The host shared the clip on a platform similar to Imgur, and you can use that link as evidence for your seller or Corsair during the RMA process.
Also, check if updating your BIOS version for your motherboard helps.

The BIOS was updated to the latest version last night. PC is currently on Balanced, I'll swap to power saver to test.
The case is a corsair 3500x argb and the PSU is mounted fan down, this is the way corsair recommended it and the only way it would mount in the case.
Here is a video of the noise:

A minor note: upon checking, I saw my husband's PC producing the same loud noise as mine. Although his build is identical, his PSU is a Corsair rm1000x instead of the shift version I have. If this matters, we both own the iCue Link Titan 360 RX LCD CPU cooler and have six extra iCue Link RGB fans. Power Saving mode caused the PC to sleep, which stopped the noise.

Is this really the PSU fan you're hearing? It shouldn't be spinning until it gets hot under heavy use. Your RMx is almost quiet even when under load. You're installed in the same way as mine.

I think so, I checked each fan and there wasn't much noise from them, but when I listened to the PSU it was very loud—almost like a jet engine. The previous PSU was completely quiet, which surprised me.

That sounds like it's faulty.

The psu features a lever on the rear to adjust the initial fan velocity.

If the noise originates from the PSU, it's defective. Corsair claims a zero RPM fan until 50% load, then low noise at 50-70%, and scaling up once above 70%. For the RM1000x, it's zero RPM until 400W, low scaling from 400W to 700W, followed by linear scaling above 700W.
