The USB cable is connected to several items that appear to be fire risks, and it's not being used to power a computer via a standard USB outlet.

What you demonstrated in your video is a USB charger suitable for smartphones, not for powering a desktop computer. The reason you filmed it was likely to show how it works, but it doesn’t relate to your PC. You probably didn’t use the camera randomly to capture sound.

I barely catch what sounds like a fan spinning when headphones are on full volume. Usually you wouldn’t hear the PSU fan alongside other fans, so it’s possible you’re only noticing the PSU’s fan since nothing else is turning. Beyond that, if the machine won’t power up, it likely points to a power problem. It could be something minor like a faulty power switch or loose wiring, or more serious such as a failing PSU. Verify your 24-pin ATX, 4/8 pin CPU, and 6+2 PCIe power connections are properly seated, and carefully inspect the front panel header wiring—it’s easy to misplace a pin. A single missing pin will stop startup. There’s a video available on testing the PSU; I don’t suggest doing this while the board is connected. The audio after the click is minimal, likely just the sound of the PC powering up without any noticeable background noise. It seems you're activating the PC rather than simply switching the PSU on, given the context.
