Added to what dexter mentioned. He is right; there are indeed more complex elements and a lot more running in the background for PCs compared to gaming consoles, which are specifically made for games. Gaming consoles aren't designed for that purpose.
Thanks both of you. This really confused me. It got on my nerves and I decided to ask some experts. I don’t really like the fact that my PC can’t run at 60 on BF4, but I know it’s one of the most challenging games to play. Will it look different when running at higher settings?

Try it yourself and see! There’s no clear way to describe exactly how something looks or sounds. The only sure way to understand the difference is by testing the settings yourself.

the ps4 is running battlefield at medium to high settings, but it's not close to the maximum levels.
