I wanted to purchase a copy of Rainbow Six Siege for a friend using UPlay, but I missed the gift option available on Steam. Could you confirm if gifts can be sent through UPlay?

It seems unlikely you'd be able to. You might allow him to purchase the most affordable game he can afford and trade it.
