Provided FPS decreases and stutters are observed
Fortnite is extremely unoptimized, especially after Chapter 1 ended and with the introduction of next-gen graphics—it just became worse! Not all PCs are to blame...
things to do:
Make sure priority is set to High; sometimes it doesn’t use all cores.
If you’re using a 60Hz or 120Hz monitor, lock FPS to your refresh rate (even without VSync), it really reduces stutters.
Disable any post-processing effects like sharpening—it helps slightly. Also, increase texture quality; lowering it can cause stutters in my case.
Finally, experiment with multithreaded rendering—this should help a 4-core CPU, though it might not always work. Try changing it and see if it improves things.
I refreshed my bios, updated the AMD GPU driver, and set game settings to the lowest. Occasionally Discord works with Fortnite. That’s it—no further updates.
This issue has been ongoing for about 1 to 1.5 years, and I’ve tried everything.
The problem remains unsolved.

If you’re using a 60Hz or 120Hz monitor, lock FPS to match your refresh rate (even without VSync), which really helps reduce stutters.
Disable any post-processing effects like sharpening—it makes a small difference. Also, set textures to high quality; lowering them can cause stutters in my case.

First, this is what many people have found helpful. Easy Anti cheat has recently banned this feature, but you might still be able to use it via registry hacks. There are plenty of threads about it online.
