Following a recent graphics card upgrade, I temporarily swapped my older APU for my CPU to investigate an issue with the new GPU's display. It became apparent that the problem stemmed from my CPU overclocking settings, requiring a BIOS reset. After reinstalling my original CPU, its performance degraded significantly – even without overclocking, it's substantially below expectations. Games like Counter-Strike: Global Offensive exhibit frequent stuttering, despite CPU temperatures remaining within the normal range (60s Celsius). However, CPU utilization frequently reaches 100%. I’ve run antivirus scans without success. What is causing this unexpected performance drop? And why does the GPU fail to display when the CPU is mildly overclocked?

My system specifications are:
AMD Athlon X4 740 (Fixed multiplier, previously overclocked by increasing the front-side bus rate)
XFX RX 560D DD (replacing a GTX 460)
Gigabyte GA-F2A55M-DS2 (version 3.0)
8 GB DDR3 memory
Corsair VS450 power supply

I would verify that memory and processor are operating at their specified speeds. Performance may be suboptimal due to age.

Your central processing unit is clearly limiting your performance, and the CPU design itself is outdated.

It is. However, the processor speed enhancement ratio is limited to 35, despite it being designed for a maximum of 37.

I understand, but this particular game is older than my computer’s processor and performs more smoothly on systems with limited hardware. Counter-Strike: Global Offensive used to achieve frame rates of 90 to 130, but now it’s running at 20 to 60 frames per second with occasional pauses.

Attempt to remove graphics card drivers using Display Driver Uninstaller and then reinstall them. It’s likely that the drivers became corrupted during the installation of an APU with a built-in graphics processor. That particular CPU is rather underpowered.

Several days ago, it functioned properly. Just a week prior, I was utilizing the standard setting and everything worked as expected.

I noticed this difficulty later when attempting more demanding games, such as Battlefield 4 and Counter-Strike: Global Offensive. Far Cry 5 performed adequately at 45-70 frames per second on ultra settings, with dips to 25-30 fps when CPU usage reached 100. I initially assumed these drops were normal, but after playing older titles that I previously enjoyed, I recognized a significant decline in overall CPU performance.
