I'm not sure what's happening with my i9 7900x. It's set to 4.7Ghz with a 1.18v, but it shows 4.7Ghz in CPU-Z when idle. During stress tests with Aida64, it drops to 4.3Ghz and the voltages decrease too. Once testing stops, it returns to 4.7Ghz. In BIOS, AVX and AVX12 are also at 4.7Ghz, so it's not clear what's causing this behavior.
