This behavior can be normal for some systems, especially if they're running under heavy loads or with certain drivers. However, it's good you're checking the health and performance. Since you've restarted and reinstalled Windows without changing anything, it might not be related to overclocking or hardware issues. It's also hard to understand what logical processors actually show, since it depends on how much of the clock speed they're using. A higher percentage usually means the core is working harder, but if it's only around 20%, it might still be running very slowly, making the numbers look much better than they are.
