Consider clicking the graph to view thread details rather than total usage. The résumé only shows how often the faster core runs, not the average—this is probably because you have one core handling background work.

It's also hard to understand what logical processors actually show, since it depends on how much of the clock speed they're using. A higher percentage usually means the core is working harder, but if it's only around 20%, it might still be running very slowly, making the numbers look much better than they are.
