It's possible the power-saving options in UEFI were turned off, or your Windows power plan might not support CPU speed reduction. Look at the advanced power settings to ensure the minimum CPU usage isn't set too high.

In the power settings, select Balanced. When it appears in High Performance or Ultimate Performance modes, it will operate at maximum MHz.

Conditions varied between the low 40s and low 50s. After applying the tips, they improved to the high 30s to low 40s. The minimum CPU usage reached 100%, but I could have reduced it further by changing to a Balanced plan. Thanks. Would switching to Balanced affect performance?
