Hello, I'm having an issue with my Intel i5 10600KF. It isn't reaching its rated speed even at full boost. The CPU clock is running at 4.49 GHz, but temperatures stay around 70°C. My motherboard is B460M DS3H and I have 16GB of 3200 MHz RAM. Despite that, the system caps at 2666 MHz even when I enable XMP settings above that limit. I'm unsure if the problem lies with my CPU or the motherboard. When I run Cinebench R23, the CPU draws between 109-112 watts and clocks max out at 4.49 GHz.
4.5ghz represents the main processing speed, indicating that any application or game utilizing more than two cores will operate at the full multi-core rate. The only situations where it gets boosted further are when launching a new program or playing very simple games.
To achieve 3200MT/s you’d likely need a B560 or Z-series board.

I just needed to respond. I’ve been having trouble with this too when I first got my 10600. I think I solved it, but when I look up the issue online, Google and Intel don’t seem to have the answers anymore. That’s why I’m choosing this job now. Just need you to turn on C-states and let me know if that helps.
You may need to clear your BIOS configurations if you insert unusual settings. Stick to XMP only or "use maximum power/performance" if available. Also, B boards are fine—though they might have restrictions (I had one too). I actually experienced a slight drop in CPU performance after switching from the B460 ASUS PRIME PLUS to the ASUS ROG STRIX Z490-A GAMING model. It should now support 3000mhz instead of 2666mhz, which seems counterintuitive. This could be due to overclocking add-ons on the motherboard. If you're using a K CPU, it would make more sense. Edit: realized my CPU performs better at 2666mhz than 3000mhz—still strange.
