Hey everyone, sorry for the delayed reply—I was really swamped. It looks like I resolved the random throttling of the CPU after about 15 minutes of inactivity. The issue stemmed from Microsoft Defender scheduling. I checked a couple of YouTube videos to help, including one that showed similar steps. In the end, my PC is still working fine, though it can get noisy. The real problem was that my CPU would spike up to 30% without any reason, which was caused by Defender loading it periodically. My fan wasn’t the cause; it was the CPU behavior itself.
